A Serving community becomes a strategic plan that must be carried out by several local newspaper production in Java. One of them is a newspaper in Semarang, called Daily SM. The purpose of this study is to determine the commitment of its paper in serving the community. The analysis of internal regulatory content in terms of editorial and business carry out to obtain the data. Besides, this research uses focus group discussions (FGD) to support and share data with the newspaper management team. The results showed that the editorial's internal regulations did not explicitly mention the commitment to serve the public. This regulation is carried out a long time and doesn't adjust to the actual conditions and what is faced by the relevant newspapers. Meanwhile, rules in terms of business engage the community to get involved with their programs. It's hoped that the management team will revise the regulations to suit the public's needs so that they can develop relevant community involvement for the local newspaper's existence.
